Single news source is a site I never heard of that is blocked by my browser as a “spam” site. I’m gonna say 75% chance bullshit.

The right wing is certainly salivating over the story though. Made it all the way to Pamela Geller’s site.

If we go to the initial story which appears to be associated with a Turkish paper, it appears all of this is based on claims from an “alleged ISIS website” (and oh man, the passive voice in the article designed to say “we’re just saying what we’ve heard, man”):

The website, which appears to be belong to the consulate, indicates that visa applications can be sent to [a gmail address] and the official address is stated in ankaya district of Ankara.

It is also claimed on the website that those who get injured during a war deserves treatment, no matter at which side they are.
