Hmmmm, not really a directive. DJT probably thinks it was. He might not get the whole chain of command thing. You give an order to Mattis, and he orders the military, probably some paperwork involved, some papertrail with the reasons, etc.

Until the costs can be charged to an appropriation, it doesn’t exist. Ain’t no orders gettin’ cut.
