Isn’t this a matter of “settled law” by now? California has had its own (stricter) emissions and (presumably) fuel-economy standards since the 1970s.
And many auto manufacturers follow those standards because so many cars are sold in California.
And there is your key as to why they are messing with California fuel standards. They are more controlled by California than by the Feds even thought the Feds seemed to go along with them because it was cleaning the air, saving money, etc.
