A plan has to have more than x amount of vaccine to be distributed.

It has to account for
a) syringes for said vaccine
b) storage for said vaccine
c) transport of vaccine
d) trained personnel of said vaccine

And money and administrative support to get all of these things done.

As some have said, Republicans tend to go into Green Lantern theories of management….they say they do this and that’s a plan…without making ALL of the logistical preparation to make your orders happen.
