The whole purpose of the NFIP is for economic development in riparian and coastal areas that are prone to flooding. It allows businesses and individuals to develop property and live and work in flood-prone areas. Having that insurance builds economic value and that land is worth considerably more as a result of flood insurance.

Coastal areas allow for tourism - economic development that drives billions of dollars into communities and corporate coffers - including multinational corporations.
