maybe they meant something entirely else by ‘Arms’
“Arms…necessary to the security of a free state” nowadays might very well include ICBMs with MIRVed warheads. But even at the time they surely didn’t include Naval boarding pistols or dueling pistols, so the 2nd Amendment has nothing to do with them.
