Doesn’t Phase I need to be successful for Phase II to occur?

I guess it depends on what the real plans are. If it’s some sort of grift plan the phases can continue regardless of what the expressed “phases” actually accomplished since you can simply proclaim that they succeeded and things are going according to plan.
