Actually I saw this as I was driving home last week. The sun was out, it was about 3:30 PM, there were puddles in the road from recent snowmelt. Every time a vehicle drove through a puddle it threw up a spray and became a rainbow. I wish that I had a dashcam because it was really, really cool-looking.
