do you imagine his secret service agents are boarding a plane with him, with the clear understanding that Trump is fleeing the country? Their responsibility and oath of office is to protect the president against foreign and domestic adversaries. They certainly aren’t going to allow the president to wander off to Russia for a debriefing.

They can’t keep him without a warrant. They could decline to board with him, but they can’t stop him from boarding.
