The big reason why there’s so much focus on prequels and reboots is the same reason that Marvel can’t put the X-Men into their MCU: CBS and Paramount split the rights and so neither really owns the whole enchilada. Paramount has the rights to the movies, but can’t use anything that appears in the TV series, while CBS has rights to the series but can’t touch the movies. So Paramount can make movies about Kirk and crew but have to avoid referencing the TV series outright, while CBS can make series in the TOS era but can’t have Kirk and crew onscreen.

Best way to avoid a conundrum is for CBS to create an entirely new series set in the Star Trek universe, but as I said, taking place in the 26th century or something like that. That way there’s no need to have Kirk, Spock, Scotty, etc., being mentioned, except perhaps in passing reference.

Hell, even go with the 28th century; that’s far enough removed from any continuity - or intellectual property rights - issues.
