I agree with the first two. Unfortunately, our populace is too armed and dangerous to send them out without some sort of weapons.
That is a separate issue to be addressed.
And the other issue is that of how District Attorneys and State Prosecutors approach charging police officers with crimes: in general, they are used to working with LEOs to obtain indictments, working against them can present a bit of a conflict of interest.
We need a separate mechanism to deal with that which removes or mitigates that problem.
Violent crime is way down. The police can keep their firearms in their patrol cars unless responding to a report of an armed suspect.
