Yes and no. I think the story is that there was a 14th(?)-Century Pope John XXIII, but he had got on the Throne of Peter in some irregular manner (probably, in those days, by force; or bribery - or possibly both), and was later struck off the books as an “antipope”. When Angelo Roncalli became Pope in 1958, he took the name “John XXIII” as being the proper numbering.

Fun Fact: There never was a “Pope John XX”. Medieval church historians cleaning up the rolls of the pontiffs mistakenly counted one Pope (John XIV, I think) twice.
