Imagine a scenario where there existed a great shortage of police officers in a city the size of Oakland. Chaos and anarchy until the National Guard had to step in. Sounds like a made-for-tv movie.

There’s parts of Oakland where I swear just that has happened, and the Guard has yet to arrive.
