The only one who didn’t do too much damage was Ford, and that’s probably because he didn’t have enough time to do anything.
Gerald Ford, as President, has gotten kind of a bum rap (IMO) in recent history, and yes, that short term probably had something to do with it. But while he may not have been much of a political genius (though hardly the slackwitted stumblebum of popular satire), he had a couple of useful traits that succeeding Presidents might have appreciated: he was a veteran professional politician, and he took his job - especially as President very seriously.
