What prevents tyrannical government is a robust democratic electoral system that prevents tyrants from being elected to subvert the military.

Once the tyrants are in place, the military can be used against opponents of the government.

Almost all revolutions to overthrow tyrants (including our own) require intervention from an outside state, not partisans within the state.
