The question was put to him directly “will you propose this as part of the negotiation?” He never said yes, he merely went on talking about it being something that should change. Saying it should be made infinite is the same thing as asking. Come on. The trial balloon was floated. It simply doesn’t matter how it was worded, or whether it was put before Congress, or whether he said this or that magic phrase. Your own link confirms my claim. Geithner put before the public the idea that the debt limit should be raised to infinity. He said that that would be a good thing. Word it how you will, this amounts to a presidential request, couched carefully and with a bit of deniability, for awesome power.
