Pirates are to be dealt with as are wolves.

The old rule was, “killed where found,” and “the lawful prey of all sovereign nations.”

It worked.

It’s illegal to shoot a Mexican Gray Wolf, unless it is attacking a human. Your pet dog? Let it go……
