The depends. Are they anti-Isreal’s existence because they don’t think Jews should have a country?

Are they anti-Israel because they believe untrue things about Israel’s foreign and domestic policy?

Most people who are ‘staunchly’ anti-Israel are antisemitic, and being ‘staunchly’ anti-Israel is definitely an antisemitic position. However, I know a lot of people who are anti-Israel reflexively because they believe untrue things about Israel’s actions, and who do not have anything against US Jews.

It kind of depends on what you mean by ‘staunchly’. There are Israeli Jews who think that some of Israel’s policies— like the one on marriage— are completely wrongheaded. That’s not antisemitic.

If the person or body is against anything Israel because Israel is doing it, they’re almost certainly an antisemite whether they know it or not.
