I guess it depends on what the real plans are. If it’s some sort of grift plan the phases can continue regardless of what the expressed “phases” actually accomplished since you can simply proclaim that they succeeded and things are going according to plan.

I am SO GLAD that I didn’t bid to get the T-Shirt concession for the upcoming coup / revolution. I’d be seconding them off to a jobber for pennies on the dollar by now.
