Avanti is using 990’s, which only covers 2007/08 fiscal year. His number’s more-or-less correct. He’d have to dig a little further - there’s state and local grants, HUD grants, and a few others that lead to a substantially higher amount. But the basic figure is correct.

If someone provides me a link to the 8 billion dollar figure, I’ll drop it. 31 million since 1998, is a long way from the 8 billion number that was posted.
