I don’t think it would have been possible catch him, even if Norway had been North Korea. He was completely under the radar. Never broke any laws. His weapons were legal, and he had a farm, which enabled him to get hold of fertilizer without raising to much suspicion. In March however, intelligence placed his name (along with hundreds of others) on a list of people having transferred money to a certain Polish store selling chemicals. Another slightly suspicions thing he did was to not engage in any actual farming, such as planting, and spreading fertilizer on the fields.
