I’d abolish the DEA. Leave drug enforcement to local police and (if necessary) the FBI.

While the War of Drugs has been a farce, the DEA has actually done a lot of good work, especially in regards to coordinating efforts with foreign governments. The DEA and their Iranian counterparts actually have a pretty cordial working relationship in regards to the opium trade.
