I don’t know if a similar law exists here, but I’ll have to ask a couple of my students next week - they both work in retail management, so they’d be likely to know.

German retail trade laws dated back to the early 1900’s, when people were not as mobile or well informed, there were limited opportunities, and they also had to be protected from unscrupulous travelling salespeople.

Needless to say, the entire situation has become a lot more transparent and flexible and they did reform the laws to allow some more possibilities for discounts.
