It’s not really a departure. You’ll notice he starts off his speech saying something like “I’m torn between two views….” on M.E. peace (or whatever). From the video it seems the two views are 1) Palestinians make peace impossible 2) an unnamed secretary of state (probably Condi) told him that peace may eventually possible if we kick the can down the road long enough.
Although Obama has made some effort he would say much the same thing in private. The Palestinians aren’t ready for peace (Bibi doesn’t seem interested either these days). Any attempt at meaningful peace negotiations are pointless now. The only thing to do is keep kicking the can down the road and wait until both sides are ready.

Ah. He’s learned how to pre-flip his flops. Saves on retro-flopping his flips.
