Did you read further down in the Snopes article to find that this was attributed anecdotally and has not been documented? It is a pretty loathsome quote if accurate and in context , but the paragraph below the one where snopes says ’ True ’ goes on to basically say that there is no proof that he said it.

Good grief, the snopes article quotes a Newsday article from 1990 reporting that Limbaugh felt remorse over having said that, and also reports that he’s never denied that the incident had occurred. Note that the incident occurred during the 70’s when he was a radio disc jockey.
