It was basically a question of where to deport, with first real (but quite sorry) attempts at Nisko. After the failure of Madagascar, they expected that the Soviet territory would become a destination for their Jews, and when that failed (for obvious reasons) they began to build the extermination camps. I would recommend Christopher Browning’s Origins of the Final Solution, he lays it out with clarity.
