Not only dry counties but dry municipalities as well. Back in Pennsylvania there are a chunk of counties that are dry but lots of boroughs/villages/townships that are dry.
When I moved to California and lived at my Grandmothers home in South Gate, the city did not allow taverns to sell wine or hard liquor. They could only serve beer.
In Washington, ātavernā is a technical termāthey can only sell beer or wine. Only a ācocktail loungeā can serve hard liquor.
