They don’t actually think either, they’re states ;) But both for internal and external consumption they present themselves as democratic, and have the formal democratic “skeleton”/framework. Which is what I mean.

So the problem I see with “limiting influence bill” is two-fold.

First of all, shitting on human rights NGOs in democratic countries legitimizes the same for pseudo-democratic countries.

Second, democratic countries do not always act democratic, and may, for periods of time, be in a state of “illness”, all with the support of the majority or at least plurality of the population. Which is why human rights NGOs should be able to act unhindered in democratic countries too.
