Nothing prevents people from putting that statue back up on private property. It has just been decided that the Confederacy and its heroes are not something to be revered or given tacit approval by public institutions.

I find it amusing that these relics of the Confederacy are coming down during an ostensibly Republican administration and Congress, with Good Ol’ Boy Jefferson Beauregard Sessions III (late of the Confederate Army) serving as AG.
