I don’t get it.

They’re feeding the audience new talking points about how nothing wrong occurred and this is all a witch hunt.

Their viewers are people who don’t actually care how the law works, they just like the invocation of the law as justification. Give them an “explanation” that suits their existing presumptions and they will believe it.
