We’re in the midst of a self-declared national emergency at the border, and Trump doesn’t have a Sec Def or DHS confirmed. They’re acting positions.

We’ve been without a Sec Def that was confirmed by the Senate for 7 months.

McConnell doesn’t give a shit that Trump’s doing an end run around the advise and consent. They want to avoid scrutiny of Trump’s awful picks, so they’ll run out acting people to those positions, instead of seeking confirmation - which requires vetting even though the GOP will rubber stamp Trump picks no matter how extreme or unqualified (or both).
