Yeah…I’m relatively certain these folks went there to piss away their money. Fact is, a percentage people on welfare have “money problems” just like an alcoholic has “alcohol problems” and will abuse anything you give them. However, you can’t be sure, and AFAIK, violated no agreement or law.

On the other hand that there’s so much shenanigans going on wrt mortgage fraud and improper accounting for income from forgiven debt, etc yet it’s too politically unpopular to touch. Our state can collect tens of millions of dollars if they just audited everyone with a 2nd mortage or HELOC who has either defaulted, or deducted the interest on their state return. All by just enforcing existing laws. But our legislature just won’t be tough on people who can be propped up to look like victims who “lost” “their” “homes” in the newspapers…better to go after those Welfare Queens having a night out at an Indian casino.

I don’t know the numbers, but in fact there is a culture that emerges when entitlements become the order of the day. That’s why Clinton’s welfare reform really was a big deal- and one that worked to great degree
