sigh…..can’t we just take a collective breath, as mentioned, wait for the Boston Police chief to announce an arrest and maybe spend a day or two discussion the Gibbs free energy of ammonia gas and why one should build schools and houses near chemical distribution facilities.

People move into areas developers have ready for them. Developers will pick the least expensive areas to build houses if given a choice.
