4/with the benefit of hindsight, the IG criticizes Comey and as Comey says gives a map for those who may face similar situations in the future. But this was a unique time and future challenges may be different.

The procedures were there, and he disregarded them. You can ALWAYS claim exigent circumstances in most any situation, but the procedures were clear WRT investigations and public announcements before and election and he declined to follow them.
