who are we trying to get to vote for the democrat in 2020 that failed to put hillary over the top in 2016?

Those who were purged from voting rolls? Who were disenfranchised? If somehow we could get more polling booths and polling places, typically in red states, so that people weren’t forced to wait in long lines? People who might have been able to vote if voting hours and early voting days were extended?
