The XX Amendment says that members are elected from March 4 to January 3. It doesn’t speak of when Congress is adjourned.

The reason Trump wants this is so he can make recess appointments.

Recess appointments? Aren’t they only valid until said “recess” is over?
And (most of them??) expire with a new Congress anyway?
