We aren’t stuck forever with 435 members in the House — that was a law passed by Congress in the early 20th century and it could be changed by Congress. The determination of votes in the Electoral College are fixed by the Constitution and cannot be changed except by an amendment; the same holds true for votes in the Senate.

The number of electoral votes is determined by the number of representatives and senators a state has. So if you increase the number of representatives, you increase the number of electors. Most new representatives would go to big states, diluting the power of small states in the electoral college.
