The US Constitution requires all Federal funding to be authorised by bills from Congress. Stuff like defense spending gets tacked on to any bill going through the sausage-making process in the Capitol in the hope it will get passed.

Normal countries pass an annual budget where this stuff is authorised. New big ticket items might get their own special bills, but this crazy add stuff to random legislation is just another sign that the US is moribund, tied to an obsolete, unchangeable constitution like a drowning sailor tangled with an anchor.

Performance and process is all, substance is unimportant.
