Better to say he was one of the two Western leaders who won the war, Winston Churchill being the other. Without Churchill, the UK might not have hung on till we entered the war and he retained a critical role until his electoral defeat in July 1945.

That’s not to deny FDR his credit, but he didn’t do it alone. It was a team effort by some extraordinary men.
