Nope. Total up tax revenues from all sources and you find out there is was more than adequate money in the system. Other taxes were passed to make up the difference from 13 and then some. According to this link Californians provide $4375 in state and local revenues. The US overall is $4141. This is up through 2009.

Now of course (prop 30) we are the most taxed state in the country period. No need to undue Prop 13.
