Ronald Reagan and Mikhail Gorbachev were this close to massive cuts in all nukes in 1985 at Reykjavik. Reagan himself was for banning all nuclear missiles.

There will never be “no nukes”. But we and Russia could sure get by with a lot less of them. How may times do we need to be able to make the rubble bounce?
