As much as it sucks for the people that work in the field, they have to prove they can stop another catastrophe effectively before we can let them get going again.

It cannot be proven that another catastrophe can be avoided.
Not provable.

There are decades of historical data, where no incident occurred.
There is the investigation, which is showing, as details come out, that this incident was a result of human error, ignoring the well-known warning signs they were getting from this well beginning the day before the incident, as well as failure to follow normal processes and procedures for cementing this well.

And there is no way to “prove” that there will never be another human error.
