As someone who owns solar panels I can tell you that they work in cold weather as well as hot weather. The cooler weather keeps the metal wires inside the panels cooler so they work more efficiently.

The only difference between “cold” and “warm”, to a solar panel, is the total amount of solar energy delivered. I’d be curious about the difference in average solar energy delivered per minute, but I suspect the main difference (and thus adverse effect on quantity of solar energy delivered) is in the length of the day.
