One issue might become language. Should every language in North America have the same legal protections and requirements (restrictions on English usage) that French has in Quebec?

Technically the Quebec Language laws are unconstitutional in Canada as well. Its just that the Canadian Constitution allows for Federal or Provincial governments to over-rule the constitution. See the not withstanding clause.

Point being: Canada has some extremely weird politics. In some ways America is actually more homogeneous when it comes to this sort of stuff. Its like if you had let Alabama opt of the Civil Rights Act.
