right now, it is just hand out the cash and let people use it to stave off financial ruin, severance of utilities and eviction.

IOW, a spread out bail-out to help get an (important!) section of the economy through a bumpy stretch. And employing it at the level where its multiplicative factor in the economy is maximized as well.
