No. There needs to be an intermittent level. Not crazy enough to require civil commitment, but not stable enough to trust with a firearm. There are plenty of people with serous debilitating mental illnesses who don;t need civil commitment, but should really not own a gun. People with a long history of suicidal tendencies fall into this category for example.
