Pretty much. Women have been hearing different variations of this shit for decades:

“Well, she should have expected to be raped when she wore that dress.”

“She was at a party / had a few drinks / was out at a club/ etc. What did she expect?”

“If she didn’t want to get raped, she wouldn’t have become a cop / joined the military / taken a job as [insert traditional male occupation here].”

“It’s the feminists’ fault. If women weren’t out there asserting themselves, they wouldn’t be getting raped or abused.”

And so on and so forth. This kind of repulsive, sexist shit isn’t new.

No, but I always find it a bit shocking coming from women.
