I see what you’re saying, but I’d guess they’d need to transport the sub on some larger vessel, get it in range, and have the capability to a) control it in heavy traffic, and detonate the weapon. Could be done I suppose, but pretty iffy. They’d probably be better off using an old freighter.

Or a speedboat loaded with explosives and suicide bombers.
