Well, they could sue, but I doubt it would get anywhere other than to cost bunches of money for both states and the Federal government (so they don’t have to pay for things like Medicaid, bridges, &c).

The Federal government has no authority over state voter roles. None. For the courts to find that authority where no law nor Constitutional clause exists would be remarkable.
