I’m just figuring that he really wants the investigation to end, and being as short sighted as he is, and being prone to short cuts, I could see him saying, “fuck ‘em, I’m pardoning everybody so they can’t touch us.” I mean, he already did it with Arpaio, so why not do it with his inner circle? So my only guess is that Ryan and McConnell told him he has to ride this investigation out and if he tries to pardon everyone to get out from under it, he’ll be impeached and removed.
